EARTH: Vard and Boka

In the year 2000 of a possible future, two criminals named Vard and Boka travel back in time to kidnap Superman to help them in a scheme to sell water to an arid Earth. All of Earth's water was destroyed by an atomic experiment.

This possible future is one of high technology, where space and time travel are common, the Earth Bureau of Investigation has replaced the F.B.I. and the governing body is the United Worlds, overseen by a President.
