EARTH: City of Heroes

A world where superheroes and supervillains exist openly and in large numbers, centered on Paragon City, a coastal metropolis that has been a hotbed of superhuman activity since the early 20th century. Heroes register with city authorities and work alongside law enforcement. The villain organization Arachnos operates from the nearby Rogue Isles.
